San Francisco County Ombudsman Office The San Francisco County long-term care Ombudsman's office conducts investigations into complaints of nursing home and elder abuse. In addition, the Ombudsman's office offers a variety of services to San Francisco nursing home residents, including helping with such issues as quality of care, residents' rights, and finances. Statewide Listing of Ombudsman Offices Department of Health Services Licensing and Certification Office The Department of Health Services Licensing and Certificate Office conducts investigations into complaints of nursing home abuse. Generally, investigations are completed within ten days. Adult Protective Services (APS) San Francisco's APS conducts investigations into reports of abuse and neglect that occur in San Francisco long-term care facilities.
